The dispenser is a building placed by Engineers. It is often used as a barricade in PvP or for replenishing health/ammo in PvE.
Dispensers can be used to block enemies (requiring up to 216 damage or four melee hits to destroy the dispenser), to replenish health and ammo (usually put behind corners to avoid behind destroyed), or to stand on to reach higher vantage points.
